i think that the technically "correct" pronunciation こうらん is pretty much exclusively associated with 攪乱
judging from audio sources like youglish or immersion kit (and online articles) かくらん is by far the more popular reading and it seems to me helpful to redirect people there by making こうらん rare
but you're right that it's probably best to stick with what the refs say

撹 is an itaiji of 攪. Any reading which applies to one will apply to the other.

こうらん is in all the smaller kokugos and not all of them redirect to かくらん. I don't think we can call it rare.
