      This and 三府 are the only entries in jmdict that translate 府 as "metropolitan prefecture". On other entries we use "urban prefecture", which is also used by Wikipedia and Encyclopaedia Britannica.
      GG5 has "(metropolitan) prefecture" for 府 but quite a few sources (including EB and us) use this as a translation for 都.
