"状況下" always follows an adjectival clause (〜の, 〜な, 〜的, verb, noun acting prenominally, etc.)

This seems to be more of a grammar point than a stand-alone expression. I think we'd need to gloss it like this. I agree with Robin that this makes for an awkward entry.

my point was you'd break down "困難な状況下" -> "困難な" + "状況下", not "困難な状況" + "下"
wiktionary also includes it as an entry and so does weblio thesaurus
i'm obviously not saying all weblio thesaurus entries should be included in jmdict, i shared the link to show how it's clear that "状況下" is its own thing, not just "(specific content)状況" + "下"

"not used on its own" is what I meant to say.
I'm not sure what those links are supposed to show. The Wiktionary example is "非常に寒い状況下で車を洗車することになった". The Weblio thesaurus simply lists 状況下 alongside other synonyms (状況下で, 状況の下, 状況に置かれて, 状況において). None of those expressions would be suitable as entries.
