「自粛警察」という言葉自体は、2011年3月の東日本大震災の頃からあるそうで、今、確認されている最初の用例は、東日本大震災後のツイッターへの投稿だとか。

SF警察、という言葉をご存じでしょうか。まあ最近は「なんとか警察」というと、その手の厄介な方々、というイメージだと思いますが、まあSFに対して並々ならぬ思い入れがある方々で、いろんなSFに対しモノ申してる方々と言えばわかりやすいと思います。

I'm not sure how much it's used as an abbreviation of 警察署.
If you Google
"警察の外で待" you get 0 results.
"警察の前で待" - 1 result.
On the other hand, I think it's quite common for 警察 to refer to police 
officer(s), as in the following example:
昨日の朝いきなり警察がうちにたずねてきて警察の後ろには包帯を右腕全体に巻いた女児とその母親がいました。
