I've collected my thoughts a bit better now so I'll try again.

imagine you're asking a friend for a drink, and he responds:
> ごめん。俺、行けない。大事な打ち合わせがあるから
here the word 打ち合わせ is largely synonymous with 相談

if you went with the "advance arrangements" gloss without checking properly, you might expect him to tell you tomorrow:
> Well, I went straight home, booked a hotel room and even packed my bags!
and you'd be dead wrong.

I think it's important to emphasize the discussion aspect, that there are at least two people, that there are no concrete actions involved (like booking a hotel room) but merely talk. I think adding the word "(making)" there in fact worsens the situation, makes it sound more concrete than it is.

GG5's "preliminary discussions" is rather formal and if you asked me what it means, I'd define it as "discussions that will pave the way for more discussions" which too is quite far off.

I've added a suggestion, and it is phrased awkwardly but it's the best I can do.

is "advance arrangements" really correct here? it's a 相談 / 話し合い, i.e. discussion, meeting
not arrangements ("plans, preparations")
