This was proposed in 2006 by Kanji Haitani. Kanji was a retired economics professor (then in his 80s) who in his retirement did translation, collecting yojijukugo, etc. In his submission, he wrote:

The 熊公八公 yoji, which is in GG5, clearly alludes to these two 落語 characters.
I'd prefer to keep this entry alive.

I think it should at least be in the name dictionary. I've added a name for a stock character there before (越後屋, entry 5142046).
