See comments on 累犯. Even though this is literally "a second time", in practice it would seem there is not a hard implication that the person has only ever committed the crime twice. More like "at least twice", hence the very common "repeat offender" gloss on reverso.
For what it's worth, Sankoku specifies in parens: someone who re-offend within 5 years of parole. |
