infant is usually defined as 0-1. This is specifically a combination of 乳児 (infants) and 幼児 "child over 1 but not yet of school" so "infant" is clearly wrong.

I think it's worth being explicit because "infant" conjures up images of babies for most people.
I wouldn't describe a 4 year old as an infant.
