I don't think we can be confident that "oft. congratulatory" is right.

One (of several) restaurants which use this:
食飲放題 中華料理 佳宴 飯田橋店
https://iidabashi-kaen.owst.jp/

https://kotobank.jp/word/佳宴-459029
nikk:
daijs:
  Comments:
Really, this is lit. good + banquet = good banquet. Not a lot to go wrong here... However "congratulatory" in the sole gloss seems overly restrictive.

As a restaurant name (which it is), "congratulatory" seems incorrect.

[rare] Not on revereso, yourei, furigana.info. Google news as place name. Some google books hits.

Even rarer than the ngrams would suggest, as it is a restaurant and place name.

Daijs uses "めでたい", which I imagine got (mis?)translated to "congratulatory". But we gloss めでたい as:
    happy; auspicious; propitious; joyous

Nikk uses
    enjoyable; fun; pleasant; happy; delightful

Both nikk and daijs use the drinking ref. たのしい酒宴 and よい酒宴.
    drinking party; banquet; feast

Neither ref actually says "congratulatory", but banquets usually are, so maybe this doesn't need to be abandoned entirely if it came from GG5.
