I see that daijs calls this 数語. Yes, it's a term that can be prefixed with a number. However, what exactly are we counting(gramatically)? 〇〇三周忌？
We have [n-suf] on 回忌, not [ctr].
And as you can see from the ngrams, I'm not sure this is really so flexible.
