I imagine this and the xref would have similar meanings.

I think that a "flattering smile" in English more often means "the smile makes the person look attractive", or "the look pretty/handsome when they smile", less than the intent behind the smile. (though the other use does exist)

I wasn't sure how I would gloss it any better though, until I found that 媚笑 was in here.

In addition to ngrams, 媚び笑い has 3x the books results of 媚笑い. (媚笑 has endless book results by comparison)

Found with furigana on Takemiya Yuyuko's "Golden Time 3", page 29.  Sentence:

あんのぉー、とか細い声で万里が口を開いた。ぺたりと頰に卑屈な媚笑い。

"媚笑" was annotated with "こびわら".
