We were thinking of a tag for these things. I was keeping the note to remind me. I guess it's not needed at present.

But it's not just used on signs. I don't think the note is appropriate if there's only one sense.

I think it's the same thing.
"absolutely no smoking" probably isn't a great gloss. I don't think we need two senses.
"completely non-smoking" isn't a noun but I think it's helpful for translation purposes.
