推定相続人とは、「現時点で相続する権利のある人」を指します。
A presumptive heir is the one with the right to inherit at present.  Seems like the correct match.
  Comments:
At least in the monarchical context, the presumptive heir is an heir who may lose their claim do to birth of another child in the family (such as a newborn son trumping an older sister).

The heir apparent cannot be trumped in this way, and basically only loses their claim if they die first. (my limited, briefly researched understanding)
