all dicts list the brother sense as being first except meikyo, which has *only* the pn and suf senses.  it lists the brother sense as （造）.  all sources have pn and suf as being different senses, which i think makes sense given that they have to be glossed quite differently in english

listing the brother sense last, as a mixture of meikyo and the other approaches seems reasonable.  there's no way that anyone is reading the noun 兄 as けい without furigana
