How about this as a solution?

I'm with Jim; "efficacy" is fine, but I do think "effect" is a better translation in many cases.
e.g. "薬効はすぐ現れた"
Also, "drug" is redundant.

Well, GG5, 中辞典 and ルミナス all use "efficacy" in their glosses. Daijirin has "薬の効能。薬のききめ。" as its gloss, and both 効能 and 効き目 can be translated as "efficacy".
I don't see the problem with it.
