I don't think 盤 itself means clock face. Also, the usual term is 文字盤.
The "tray" sense is archaic. I don't think it's needed. Daijr has two other archaic senses.

I've seen this as the word the dial or face of a watch, and I wasn't able to find another word in this dictionary with that meaning, so perhaps it can be added to this entry.

There is also the combined version of 時計盤, which generates a lot of search engine hits.
