Yes, it refers to the constitution itself. But having "Meiji constitution" as a gloss is not in line with our usual style (see 百獣の王, 百薬の長, ほの字).
I don't think it necessarily has to refer to the Meiji constitution, hence the "usu."

looking at daij & nikk, they say this is a euphemism FOR the constitution, not that it's used IN the constitution.
daijr alone has a literal sense: 2 長い間改定されていない、重要な法律や規則。
