I don't think we can say that 均等 itself means "equal apportionment; equal division; equal treatment".

  Comments:
I think "uniformity" and "equality" carry so many different meanings that they make this term difficult to understand.

It seems 均等 always refers to the even apportionment or distribution of _something_ (which could be abstract or physical) rather than describing general "sameness"
