Made a reading mistake here. In the Meiji era, Mutsu (陸奥) was split up into three provinces: Rikuzen (陸前), Rikuchū (陸中) and Rikuō 
(陸奥). 陸奥 can thus be read as both むつ and りくおう (not りくおく).
