I don't think the second sense is needed. It's not even in daijs. Daijr and koj have the same example from a 1859 book.

"nearby: is really 付近に; best to try and match the glosses with the POS Most of the JEs lead with "neighborhood". 
We had both spellings to cater for BrE and AmE in reverse lookups, but I think that issue is not so important now.
