Looks like three senses to me. Sense 1 developed out of sense 2. Difficult to find examples of sense 3.

I don't think they are actually that different and I think the JEs confirm we are on the right track.
Kanji Haitani added the second sense in 2007, noting: "Though the term is now predominantly used in Sense 1, the original meaning is Sense 2."
