I think it's best left alone. My 2020 comments still apply (of course). It differs from ゝ、ヽ、ゞ and ヾ in that they are classified as kana in the regular JIS tables and 〻 is not.

FWIW, we have ゝ、ヽ、ゞ and ヾ, all of which are useful to have. This would be no different.

Actually I think it's probably pushed to one side for now. It's in a twilight zone as it's more punctuation than kanji or kana. I don't want to see it in the database as a pseudo kana.
