"winning" by itself is definitely too vague since the word refers
to winning a specific hand rather than winning the game.

I think we should avoid phrasing the definition as a verb since
this term refers to the concept of winning rather than the
act (which would be 和了る[あがる] or 和了する[ホーラする])

it's been a long time since I've dabbled in mahjong but the word "winning" doesn't sit well with me.
the word is often used as a clickable button in computer mahjong implementations, alongside the ubiquitous "chii" "pon" and "kan"
I think the meaning is something like "accept the hand you have and declare that you have a winning hand"
the gloss might be better as "declaring a win" or something?
