Yes, I agree the JEs are off the mark. WWW images don't show a single crosier, but they do for 牧杖. I've just proposed an entry for that one.

I don't think the wa-ei's are really saying it's really used for describing crosiers, I think they're doing a "this is close enough" type of translation that the frequently do (that I'm not really a fan of). Tellingly, Kenkyusha's wa-ei doesn't actually suggest "錫杖" for "crosier" but instead has 牧杖(ぼくじよう) and 司教杖.
