I guess so, although it seems to be used for things like requiring employees to be vaccinated, which is not usually called harassment in English.

Doesn't "harassment" work here?
I think it's better to describe it as an abbreviation of ワクチンハラスメント. ワクチン doesn't come from "vaccination".

On raw Google hits ワクチンハラスメント seems more common. Maybe "pressure to be vaccinated" would be better.
