Can be "working" rather than just *starting* work:
GG5:
- 就労する 〔仕事をする〕 work; ...
- 就労日数[時間] work(ing) 「days [hours].
KOD:
- 就労環境 working conditions; a [one's] working [work] environment.
- 過去に就労経験がある人 a person with previous work experience.
.
In this context, "starting work" seems ambiguous. It could mean "starting to do one's job" or "starting a new job".
If it's the former, is there any evidence for that sense?
If it's the latter, it would be clearer to have it as a second sense:
#1 working
#2 starting work; being employed; being hired
.
Or "starting work" could be simply left out of the definition.
