By the way, on the issue of whether 稼働 can refer to a *person* doing work, there *is* a definition out there on the Web which is quoted here

But I think it's wrong! It doesn't square with the usage I've seen, or with definitions in other sources
(with the exception of GG5's entry 稼働時間 "the number of hours worked")

According to the Kotobank definition I just quoted, 稼働人口 is an example of usage of the first sense of 稼働.
However, in Google, that term only comes up on the Web in dictionary websites, etc., and it has a very low n-grams count:

At the very least, Kotobank definition #1 seems inappropriate as the *first* sense in the definition.
My feeling is that it may be simply incorrect.
