  Comments:
The word "national review" doesn't appear to 
be used for this kind of referendum outside 
Japan so I think it's ok to just describe what 
this means in the context of Japan, as nikk 
and daijs do. (by not mentioning "other legal 
matters")

It's a little wordy but I don't think it's 
"encyclopedic", it's still denser and has less 
info than any of the kokugo entries. It can 
maybe be shortened a little but I think we 
shouldn't trim out any of this information
