方政界,財界,言論界に拡大され,1948年5月までに追放者
は20万名を超えた。しかし1951年11月までに17万5000余名
が解除。
it wasn't a single event in 1946 but went on 
until at least 1948, perhaps longer.

"幣原内閣でも留任したが公職追放となった"

this doesn't refer to a single purge but was, as daijs puts it, a mechanism (処置) for removing somebody from office (etc.) 
and ban them from participating in politics (etc.) again.

Not sure if "enacted by the GHQ" is correct, they were behind it, but not sure they "enacted" it.
