For the ます version it's probably better not to use the infinitive like that. Maybe something like "great news!; glad to hear that!". |

For a set phrase like this it is more natural to have the masu-form.
I don't think お慶び申し上げる is a verb that you can use to build sentences.
(None of my refs has such a verb.)
Also, the form with 慶 is more common. |
