②前に挙げたものを再び繰り返す場合に用いる語。「―大学」

the 同 here as its currently defined is a [pref] that attaches to various words e.g. 警察署 to form 同警察署
the 同 in the newspaper example does not attach anything so should probably be treated as a [n]. 
Is "ibid." used outside of bibliography citation? It doesn't seem to refer to the quite same thing. Also jawiki says the Japanese 
equivalent of "ibid." is 同書.

Isn't it a back-referral to the "(当時)"? I thought the "ibid." would fit that.
