Fair enough about 太平洋沖. I see lots of other cases where it's plainly XXX+沖地震 (or +沖+地震). It's not a free-standing noun, so we may as well call it a suffix if no-one can come up with an alternative. |

"東北地方太平洋沖で先週発生した地震の大きさは..."
most hits for "東北地方太平洋沖" is about the quake, but it's used in other contexts too:

I can see the usefulness of it but I'm not sure how correct it is to say that "沖地震" is a word, even a suffix. |

I'm seeing it places where the 沖 doesn't seem to work as part of the preceding place-name, e.g.
スマトラ沖地震
東北地方太平洋沖地震の被災者 - would we really regard "太平洋沖" as a compound?
宮城県沖地震
etc.
Sure it's 沖 + 地震, but it seems a useful and extremely common compound to lexicalize. By itself, 沖 is more "open sea",
Reverso has heaps of matches with "offshore earthquake", "ocean earthquake", etc. |

I think this is 三陸沖+地震, not 三陸+沖地震 |

Seems only/mainly used as a suffix as in XXX沖地震 - は沖地震 and が沖地震 get 0 n-grams |

Not sure if it's a standalone term. |
