Well that wasn't my recollection. We discussed it in Sep/Oct last year, and I updated the Editorial Guidelines after that. See: http://www.edrdg.org/wiki/index.php/Editorial_policy#General

Keep these to a minimum (it's a dictionary; not an encyclopedia.) The "[expl]" tag is usually not used if it is the only gloss in the sense. "
The reason for the "expl" was distinguish between glosses that were translations
Since in this case "Koi-Koi" gets an English Wikipedia page, we can probably make that a gloss, and then an "expl" tag is appropriate.
