All the sites I looked at for 写真結婚 and フォトウェディング discussed the photos in the context of 前撮り/後撮り/etc. In other words, there was a wedding but it was/would be at a different time from the photoshoot. It's not *just* a photo after which the couple go different ways.
Re the mail-order, all the discussion I have seen on this practice involved an exchange of photos - a sort of remote omiai. "mail-order" implies a catalogue, and I have never seen reference to such things in the historical practice of overseas Japanese communities. I've suggested a trim of the first gloss. |

My take on it. "mail order" implies some sort of purchase - I don't think it works.
写真結婚 used to be very popular in front of the Sydney Opera House - the "Sexy Honeymoon" companies used to advertise it as an optional extra. |
