saw this on the jisho forums.
The panel members used to use this expression a lot on the (now cancelled) reality tv show "Terrace House" when talking about 
participant's love interests, oft. as 矢印が(人に)向く if I remember correctly.

Like that last site implies, I think the origin of this expression is the ドラマ "relationship charts" over characters and 
their love interests etc., which very commonly appear on said ドラマ's websites (and perhaps elsewhere). Here's an example:
