Yes, we should have a 九時 entry, if only to lock in the reading. I think it's a case that no-one has bothered to put it in. It's not in the usual JEs - after all, they're aimed at literate Japanese who don't need telling what it means.

I see that some hours of the day, such as 六時, are in JMdict, but others, such as 九時, aren't. A student wrote きゅうじ for 9 o'clock and asked why it was marked wrong. I was going to reply by emailing a link to the JMDict entry for 
九時 but there was no such entry. Any reason for that?
