I think 12:30pm is clearer than 1230pm
(and that's what Chicago, AP do, though in the UK a dot is apparently more common than a colon (12.30pm) in 12 hour notation)

I think this is fine, and I suggest you go ahead and align the other ...の刻 entries in this style.
For dictionary entries, I like 2am, 1230pm, etc. as a style. In text documents I'd probably follow the AGPS style of "2 a.m.", but for dictionary entries I think the shorter version is better. I'll add this to the Policy.
