It's an adverb in the kokugos. No need for exp.
せめて is an awkward one to translate because it can mean "at least" or "at most" depending on whether the thing/quantity/action/etc. is better or worse than the ideal.
せめて2000円なら買うのだが - 2000 yen is the most I'm willing to pay.
せめて2000円なら売るのだが - I would take 2000 yen, at the very least.
I don't know if we want to keep the せめてもの entry (or just have an adj-no sense here) but I propose these glosses.

I agree with Rene and the previous anonymous contributor. It's not exclusively せめてもの - I saw 2 せめても without the の among the 10 or so 
most recent tweets containing the phrase. It should prob have an adv tag/sense too.
