You're quoting the entry for なんどき. These are the only senses Dairjin has for いつ.
"At any time" does not belong with sense 2. いつ and いつ...ても are not the same. Any question word (なに, どこ, どう, etc.) can be used in that way. It's more of a grammar point than a separate sense.
