we're in a kind of weird zone where this isn't actually a quote either (in the sense that macarthur didn't say this in japanese...)  the english is the quote.  the japanese (which is what the PoS is supposed to indicate) is just a translation.

but i'd agree that 'quote' is enough and in this case probably better than 'proverb'.  wikipedia calls it a "catchphrase"

I wonder if it's necessary to have both "quote" and "proverb" on one entry.
Lot's of old proverbs can be attributed to someone but we don't tag them as quotes.
For relatively recent proverb-like quotes like this, maybe "quote" is enough.
