I don't believe there is a "partner; accomplice" sense. 片棒を担ぐ (lit: "to carry one side of a palanquin") is a figurative expression but 片棒 itself isn't figurative. As far as I can tell, 片棒 isn't used in any other expression.

I think it figuratively means "partner; accomplice". It's a bit hard to verify as almost all uses are either from the 片棒を担ぐ family, or refer to the rakugo of the same name. Obviously the n-gram count isn't all coming from palanquin carrying.
Possibly "partner; accomplice" as the first sense and the palanquin stuff as "orig. meaning"?
