Can we get rid of the int sense as well? Same issue as with the suggested new sense, the subject isn't the speaker but a particular thing 
that's scary.

Yes, I can see that's the way it has to be. We could do with a gloss like "afraid-making".

Even in the sentence 私は犬が恐い, 犬 is still the subject so I don't think we can translate this is as "afraid". The literal translation is "As for me, dogs are frightening".
I don't see it as a separate sense.

A very common usage of this is in things like "私は犬が恐い。I am afraid of dogs." More than half of the 111 Tanaka sentences are using this ...が恐い pattern, but we don't have "afraid" in the main sense.
The JEs all embed this in sense 1 as examples, e.g. GG5's "私は雷が怖い. I'm frightened of thunder.", but I think it probably could go in a sense of its own. Alternatively the "(I'm) afraid" sense could be broadened.
