That a character in a manga referred to "人造人間" as a form of "サイボーグ" is irrelevant here, esp. as these are apparently 
officially called "androids" in the English version.
All Japanese dictionaries treat 人造人間 as a synonym of ロボット. A cyborg is something different, both in English and 
Japanese dictionaries.

A cyborg is an organism, like we humans, that was modified with artificial parts. It belongs to the macro-category of jinzouningen, as well as 
androids/robots (completely mechanical things that resembles humans). Please, insert cyborg entry too. In the reference that I've upload, the 
character talks about N° 19 and N°20 jinzouningen as cyborgs. All the jinzouningen in Dragon Ball (but not only) are different kinds of jnz: for 
example, N°8 is a robot, N°17 and 18 are cyborgs, N°16 is another robot and Cell is an organism created from zero by a scientist. So, jinzouningen 
is, like a said, a macro-category, that include androids, cyborgs and organisms created from zero (with science or magic; about jnz created with 
magic/alchemy, see for example the introduction of Fullmetal Alchemist Live Action, on Netflix).

Artificial human is the literal meaming. Robot and cyborg are only two type of things that belongs to jinzouningen's category. For example, also a 
human created with magic or alchemy (like in Fullmetal Alchemist) is a jinzouningen, an artificial human. "Artificianthrope" is a my neologism, that 
derive from "ARTIFICIal" + "anthrope", human in Greek.
