リーダーズ+プラス has it as the Japanese gloss of indeclinable: 不変化詞《格変化をしない語》. It also glosses "particle" with it.

I feel it is more "indeclinable" than "particle". Here it's the old meaning of "particle", i.e. something that doesn't inflect, not the more recent one. Not the same as 助詞.
