I checked other -ず-ending entries and most of them are [exp] only (e.g. 一人残らず, 一言も言わず) but a few are tagged [adv] as well (e.g. 後先考えず, 三日にあげず). |

OK. I'm still not sure about it being an adverbial clause, though. I'll drop the "adj-f", approve and reopen in case there's more discussion. |

The verb is not acting prenominally here. It's "昼夜を問わず、営業する". "昼夜を問わず営業" is not a single unit.
As you say, -ず is equivalent to -ないで and simply means "without...".
Contrast with ぬ, which is an older form of -ない and *can* be used prenominally (e.g. 止まらぬ株価下落)
You can't say "止まらず株価下落". |

The joys of Japanese POSs. 問わず is, of course, a plain negative of 問う, so I feel it's a verb form acting prenominally. To quote an annotation I was given for the WWWJDIC verb page: "The -ず is a literary continuative form (equivalent to -ないで), or used with に to mean "without ...". The -ぬ/ず form can potentially be used in other places where -ない is used."
We have 問わず as an entry with just an "exp" POS - perhaps it needs something extra, however it's usually XXXを問わず as in this case. |

[adj-f]? It functions like an adverb. |
