if anything, i think sencha would be sense #1 or perhaps both.  if included, i don't see why it would be restricted to sense 2.  e.g., wikipedia gives 'sencha' as sense 1

wiki has the most elaborate explanation: 煎茶(せんちゃ)は日本茶の1つ。しばしば狭義と広義の2つの意味で使われる。狭義の「煎茶」とは日光を遮らずに栽培し、新芽を使い繊細に加工したものである。玉露やかぶせ茶は栽培方法で日光を遮る点、また番茶は大きな葉や茎を使用する点において狭義の煎茶と異なる。広義の「煎茶」とは、茶葉を揉まずに乾燥して粉末にした抹茶(てん茶)に対して、茶葉を湯に浸して(煮出して)成分を抽出する「煎じ茶」のことをいう。

The second definition could be expanded with the cultivation method. I just noticed that this needed to be improved. I also added sencha in English because it's sold under this name around the world and is quite well-known as a particular type of Japanese tea.
