I agree that the case for that rather strong meaning is not there. The genuine Japanese usages could equally well be just general teasing and not necessarily a sexual "come-one". As an entry it stands or falls on the Eijiro entry, and without support from elsewhere, it's probably best gone.

even with a few googits, how is the construction more than it's parts? also, both 焦らす女 and the 直訳 "teasing woman" seem fairly broad to me, so it 
doesn't seem right to include the rather vulgar "cock-teaser" as the one correct meaning - this gloss isn't really deducible from such a small sample. 
the eij entry is obviously ei-wa and the editors over there even felt the need to add a rather long [expl] as well which only goes to show that じらす女 
was perhaps not the perfect translation. 
several of the hits I get on bing also add a noun: "SEXをじらす女", "人を焦らす女", "ゲストを焦らす女", "エッチを焦らす女", "男をじらす女性" ("男をじらす女" is also in eij as 
"teaser")
