The 宮号 is awarded by the Emperor to a Prince who build a new family (miyake), in general when he marry. The title can be inherited by his son, but not before the death of the holder of the title. Officially, only present or past head of the miyake can be called using the "XXX no miya". His wife will be called "XXX no miya-hi", but the children who are not independant yet should not (officially) by called using the 宮号. (Wikipedia)
