The 国語辞典 are pretty solidly on just LR, e.g. Daijisen: "漢字の偏と旁(つくり)。" I guess we can chance it that the Wikipedia authors are not off on a tangent.

Do you think that 偏旁 cannot be recognized as a general term that goes beyond just the left part and the right part?
Indeed, as you wrote above, Daijisen does not mention the 総称 aspect.
In the Japanese Wikipedia we have:
偏旁(へんぼう)とは、漢字の字体を構成する要素の一つで、左右上下内外の部分に分解できる要素をいう。偏や旁を総合して言う。
偏旁の名称=伝統的に偏旁は、配置される位置によって次のように分けられている:偏 旁 冠 脚 構 垂 繞
I do not know what credit you give to Wikipedia. To my mind, for academic or specialized topics, Wikipedia sometime better reflects the contemporary state of the language.

By extention, 偏旁 means any radical (even the 冠、脚 etc. radicals). Source : ウィキペディア :
