I think this should go in, as it's not obvious to me that 持つ is the verb to use with 関係.

Amending 関係 is a good idea. I still think that this should be kept because it's not totally obvious.

it's the exact same connotation as "relations" in english, no?  besides, that usage 
is not limited to this phrase, so the better way to handle it is to add that meaning 
to 関係 itself.  suggest adding it there and rejecting this submission
