I think this should go in, as it's not obvious to me that 持つ is the verb to use with 関係.

it's the exact same connotation as "relations" in english, no?  besides, that usage 
is not limited to this phrase, so the better way to handle it is to add that meaning 
to 関係 itself.  suggest adding it there and rejecting this submission
